Depends on the competence of the video, regular uncompressed color TV (not HDTV) uses about 12Mbit/sec to display 30 frames per second at a resolution of just about 720x540, so uncompressed over a 3Mbit/sec connection you would expect to win about 7.5 frames per second at regular TV power if there be no sound and categorically nothing else be using the connection. Depending on the resolution and how compressed and lossy the video is you could return with a lot better frame rate at the expense of element.
